Is there anyway to have this work standalone without requiring raid lead or other people to have the addon? I more or less wanted to use it as a replacement for DBM since KLE doesn't have say options.

For SayAnnouncer - no.

But you can install PhoenixStyle 1.530+, enable SayAnnouncer module, without promote you will announce Say phrases and you don't need SayAnnouncer addon then.

How do I enable it? I'm looking at it and all it has are the drop down for Say/yell and version check. The options say the module is disabled.

There is a button "Say Announcer" under version check there is a chek box ON / OFF +_+

I'll change a name now, so you could see it better :)
